@RonFilipkowski - COVID-19 is the Black Swan for 2020/21/22. Plainly Joe Biden got us going..
Thing is, back in 2018 Trump had the National Security Council anti-pandemic management team eliminated. And all their projects.
Crazy bad. #Sabotage foreignpolicy.com/2020/01/31/cor…
The system we lost in 2018 would have responded automatically beginning 12/31/2019:
-- Border quarantine
-- National Tracking Corps
-- EMT enhancements
-- Antiviral support
-- Positive pressure PPE for hospitals
Also liaison positions to National Guard and the Agencies.

@therealroseanne -- A real problem: COVID-19 in China became a regional emergency 31-December-2019. Then national 21-January-2020.
In America the federal system (from 1955) had been deactivated in 2018.
Foreign Policy got off this extended objection: foreignpolicy.com/2020/01/31/cor…
The system we lost in 2018 would have responded automatically:
-- Border quarantine
-- National Tracking Corps
-- EMT enhancements
-- Antiviral/antibiotic support
-- Positive pressure PPE for hospitals
Also liaison positions manned to serve National Guard and the Agencies.

@TheRickyDavila In May 2018 Democratic Senators complained that Trump had used Bolton to remove leaders from the federal pandemic response team.
Soon forgotten.
Today ??? Until then the US had a top-tier system.
Trump degraded it to Worst in the World. #crimeofthecentury
Ebola stayed away in 2018.
SARS-CoV-2 COVID-19 makes up for it.
The federal system had been implemented originally, basically in 1955. A gift from Eisenhower's SEATO alliance. Works best-of-show versus COVID.
Eastern Asia = 144 deaths-per-million

@FarmingPathogen - Your strategies for containing mechanized farm risks present a form of offense against pathogen production. A way to push back.
The other half is defense.
Both raise awareness. And both are vulnerable to sabotage from authoritarians. foreignpolicy.com/2020/01/31/cor…
We have yet to see a risk assessment that combines offense and defense.
Whole countries still make choices based on denying the both of them. We went from top tier to Worst in the World.
USA Senators objected to the 2018 actions. Bolton hid deletions with bogus security tags.

@davidhogg111 -- Go on offense = risk being a target for threats, possible vendetta actions
For example, threats still cover up a gross Trump misfeasance 2018 - 2020.
He feared bad press if Ebola made the jump.
So he dumped federal pandemic response on the hapless states.
Ebola never got here. SARS-CoV-2 COVID-19 makes up for its absence.
The system Trump had John Bolton destroy had been implemented originally, very basically in 1955. A gift from Eisenhower's SEATO alliance.

@gregolear -- You got this right. But getting all of the story depends on access to Inside Beltway resources.
Let's start with what you posted yesterday. Then fill in what we've dug out starting spring of 2018. For Ebola.
Trump feared Ebola. Tough questions from media. His ignorance of basics coming out with lives on the line.
He ordered HR McMaster to eliminate federal pandemic response. Answer = obscene
Bolton was brought in. Gutless POS got right on it, first task as NatSec Advisor. 2018.

Why is John Bolton still free ?
April 2018. He destroyed the White House management system for pandemic response. Fearing the head of the Republican Party who feared responsibility for Ebola.
Camouflaged with lies & security fences.
#from1sttoworst = 700,000 more COVID deaths
Back April / May 2018 public information was limited to seeing that Adm. Riemer and his staff had been canned.
Sens. Brown and Warren sent letters objecting.
Bolton lied that it was a reorganization. After he canned the agency liaisons and deleted the national quarantine files.
