Because Israel steals the water of Palestinians' land it occupies and sells it back to them at exorbitant prices, and on top of that cuts it off for them many days a week, Palestinians are barely have water for their farms or gardens.
There isn't a single Palestinian neighborhood that has adequate water to be beautifully green — in contrast to pre-Occupation / pre-Nakba.
