"Tax expenditures" are freebies enjoyed only by middle and upper class taxpayers. The total is no less than subsidies specifically targeted to the poor.
Definition of a freebie depends on your definition of the role of a State. All economists including the World Bank discuss this all the time. The Delhi govt believes that good quality education and health care, transport and food security are public goods given by the State

Suggestion for Govt of Karnataka
During health camps held by volunteers in Bengaluru, we have encountered many older persons in low income and slum areas who are already suffering from underlying health problems. 1/4
Every year there are large unspent amounts under funds provided for the National Urban Health Mission scheme of Govt of India. Many posts of ASHAs or health workers are vacant since the wages of these workers are delayed and they are poorly paid. 2/4

Everyone and anyone has been taking potshots at the Delhi CM for not passing a resolution against NPR/NRC. Now he has done so unequivocally. In many ways, how he has done it is very revelatory.
He has acted as a sound Chief Minister and legislator 1/5

My oath for women's day:
I will not abort a girl child.
I will give daughters the same share in property as sons.
I will care for the job of my mother/sister/wife/daughter/sister in law/daughter in law, to the same extent that I care for success in my own job.
I will share equally in all housework and child care with the women of my family.
I will see that all women in the family earn their own income and control their own mode of transport.
I will fight all kinds of eve teasing.

As a former principal advisor in Planning Commission of India and someone with a doctorate in public finance here are my views about the proposal by Delhi govt to make public transport free for women and the concerns raised by metro man Sreedharan Ji, about this proposal

Sreedharan is taking public finance administrative approach. We were taught that subsidies are per se bad because they distort market prices. But most markets are already distorted in favour of those who have better information, they are also captured by those who have means.
