Only one possible conclusion after watching Foreign Office activity on the European Defence Fund, 2017 to 2021: their aim has been to disrupt and dilute the UK’s EU exit.
• Advising ministers to join it.
• Participating in pilots
• Wilton Park events on EU Defence • Leaving MPs and responsible ministers unprepared and unable to recite basic details about it
• Placing it into Political Declaration
• Encouraging industry to participate in pilots
• Funding papers proposing UK joins it
• (Mis)briefing industry and thinktanks to support it

We are aware that MOD officials are looking at VfB info to try to understand the harm of EU defence procurement law which the UK is needlessly keeping post-transition.
They should start with this 2014 document outlining strictly limited exemptions (contd).
iss.europa.eu/content/articl… Narrow limitations mean the vast majority of defence contracts must be done via international not UK-only competition. WTO rules are differently worded and allow UK-only.

Strategy used by Civil Service / Remainer ministers 2016 - 2019:

Whitehall officials are making up fantasy facts to sugarcoat the mistake of supporting the European Intervention Initiative (EII). They claim the EII is “separate from the EU”. This is incorrect, here’s why:
a. It was Macron’s idea. It currently only exists in his words. b. Macron says the EII ‘allows for integration of EU armed forces’. The UK has always been against participating in military integration.
c. Macron describes the EII as one of six ‘keys’ to ‘European sovereignty’.
The EU Commission has started using this term (see below).
