As the editor states, my original comment was longer than what's in print. Which pieces are missing? The condensed version, as printed, incorrectly states "I offered comments". I actually wrote "EPA Region 2 offered comments". This section with 2009 EPA comments & link is absent:

So much in this response is wrong. @NYCEDC obfuscating and re-writing history again. Letter states that “at the time of installation, the QM2 was the sole vessel operating out of the BCT” Nope! Here’s a pic of a Princess ship at the terminal in 2011!
Image The EDC is making out like the system was solely built for the QM2. The 2011 shore power deal Bloomberg signed was with CARNIVAL Corp., which owns Cunard and Princess ships. The deal was to supply shore power for ALL of those ships archive.nytimes.com/cityroom.blogs…

During this crisis, the cruise industry’s environmental record shouldn’t be ignored. The industry relies on burning cheap dirty diesel on the seas and in port, creating emissions that warm the planet and harm humans - especially those with RESPIRATORY disease!! 1/ For decades, the industry has resisted reducing its reliance on fossil fuels and has put obstacles in the way of efforts to eliminate the burning of fuels in port - like shore power. Instead, they’ve advocated for scrubbers, or LNG, that continue their burning of fossil fuels 2/

I think for the most part the PA has been acting in good faith, trying to make shore power happen. But the PA ceased any operational involvement with the cruise terminal years ago 1/ @sethmpk @MaxRivlinNadler @PANYNJ @NYCEDC The @NYCEDC has overseen the period when the shore power system has been “operational” but not used regularly. #PortsAmerica is the new operator of the terminal. When they took over, they committed to “zero emissions operations” at the terminal. 2/
