Hosea 11:1 and Matthew 2:15 — Did Matthew Misuse the Old Testament?

Matthew says Jesus fulfilled Hosea 11:1. But Hosea’s talking about Israel’s past, not the Messiah’s future. So… did Matthew mess up?
