The claim that multipolarity was responsible for World War I is one that’s commonly perpetuated by a wide variety of political categories from both the left and the right on the regular. Yet it is unequivocally and demonstrably false. And it’s pretty simple as to the how and why.

When a small handful of countries from one region of the world, that being Europe, fight amongst themselves as to who’s going to divide the whole world into colonies, that is different from regional powers from every corner of the globe emerging and giving expression to their own authentic civilizational, cultural and historical development, often times going back thousands of years.

So when the Allied and Central Powers of World War I are fighting amongst each other for control of the world’s colonies, that’s not the same thing as the rise of BRICS and the multipolar world order of the 21st century which reflects civilizations indigenous to these specific regions becoming regional (key word) polarities specific to their geographic position on the globe.

Multipolarity is a reflection on the fact that there is neither one unipolar global hegemon or multiple global hegemons fighting for total control of the world. The inter-imperialist wars, including WW1 were competitions among different global (key word) empires over who will become the sole premier unipolar global power.

And how did that end? The United States eventually emerged as the sole unipolar hegemon by the end of WW2 as the British and French empires decline and the US Treasury gets ownership of most of the world’s gold reserves, allowing the US Dollar to gain global reserve currency status with the rise of Bretton Woods. The Soviet Union and the communist world exist as a sort of counter to this new what Michael Hudson described as Super-Imperialism. Those who resist will face military confrontation, sanctions, and “containment.”

And World War II served the primary purpose of attempting to destroy the Soviet Union and force Russia into submission with this new global system which is why you saw a lot of American and British big business and financial interests allying themselves with Nazi Germany and Imperial Japan. When the Axis Powers were defeated, NATO and the European Union became the new anti-Soviet bloc backed by the same big business and financial interests allying with fascism in Europe. That was the ultimate and primary basis of the Cold War.

Then in 1991, the Soviet Union collapses so all that remains is American unipolarity and dollar hegemony weaponized through the IMF, World Bank, G7 and European Union with NATO being their military wing and the latter’s foundations being based in the Marshall Plan. Multipolarity is not a regression to WW1 times based on inter-imperialist conflict but a force that emerges from the contradictions of unipolarity.

It is defined by a situation where regionally and geographically specific civilizational and cultural polarities like Russia, China and Iran are fighting to assert their independence from the unipolar US-led global world order. No one is fighting to control the entire world or become a unipolar hegemon, except for the US which seeks to maintain its status.

They’re fighting to assert their own sovereignty (basic anti-imperialism) and beyond that — because sovereignty is still within the frame of classic bourgeois legalism, being I’m a sovereign state and you have no right to control me as it’s an affront to my democratic rights — in addition to fighting for sovereignty, you have an assertion of a specific civilizational polarity that shares a common cultural identity and way of life.

It’s not just sovereignty but also the right to be a regional polarity within your own geographical position on the globe.

Now what is a polarity? Well if you’re an economic reductionist, a polarity in political economic terms is an engine of a geographically specific internal and civilizational economic development.

So in the Bretton Woods unipolar system and later neoliberalism after the collapse of the Gold Standard, the United States considered itself the sole central engine of global economic development. However, this was a giant pyramid scheme to enrich the same financial capitalist interests, through debt slavery and bondage carried out by the IMF and World Bank. And that form of capital accumulation was its own extension of imperialism.

Every single multipolar hegemon that has risen in the 21st century has one thing in common which is that they are not disguising the interests of a ruling financial capitalist class in the form of economic development and in most of these countries, like China, Russia and Iran, the big business interests do not constitute a ruling class.

Regional polarities are precisely and primarily about economic development, growth, modernization and industrialization. Now there are many ways to think about what that means but a lot of it has to do with investment. Differentials in capital accumulation which give rise to regional powers having the ability to invest in things that peripheral states, if you follow Immanuel Wallerstein’s approach, don’t.

Take Ukraine for example. Russia, because of its state-centric oil export-based economy, can invest in Ukrainian economic development.

On the other hand, the United States would rather have Ukraine become a debt slave to the IMF, World Bank, G7 and/or even worse the European Union so they can under-develop Ukraine and destroy their economy under the guise of reconstruction loans, as was the case with Halliburton in Iraq and is also what Washington has planned for Venezuela, sending in Blackrock to restructure debt linked to the PDVSA.

The US uses debt traps to turn countries like Ukraine into permanent slaves that serve the purpose of enriching the pedophile cabal of financial oligarchs headquartered on Wall Street and in the City of London. And this is precisely what drives NATO expansion up to Russia’s border and US support for Ukrainian Azov Nazi regime as they wage the proxy war against Russia and carry out genocide against the people of the Donbass.

In fact, in the case of Libya, this was one of the only cases where we saw enslavement to the dollar as a goal get explicitly stated as Hillary Clinton’s reasoning was to prevent Gaddafi from using his 143 tons of gold reserves to create a Pan-African currency that would challenge the Petrodollar. IMF loans in the 1980s after the death of Tito would create the grounds for the breakup of Yugoslavia. With Serbia remaining the lone holdout, the US goal was to take out Slobodan Milosevic and open the Balkans to mass liberalization and financialization.

Multipolarity is ultimately referring to the fact that these regional civilizational polarities are not coming at the expense of the sovereignty of other countries but want the right and ability to form bilateral relationships with surrounding countries, sometimes even on a global scale as we see with China’s Belt & Road Initiative and the BRICS New Development Bank, which come at the expense of the master-slave relationship that those countries have to the US-led unipolar global financial system.
