If Warden Rardin or Strassel acts: They admit they ignored a medical emergency for months, which is a civil rights violation (and a firing offense). If Judge Murphy acts: He has to rule on the violence, the fake warrant, the medical neglect, the retaliation, etc etc... (which admits his court was used to launder illegal evidence.)
