The problem isn't the presence of TOO MANY gendarme in Northern Mexico.

The problem is the presence of armed criminals who threaten American property owners in the course of their smuggling operations. "I want to occupy part of Mexico."
This means, to a degree beyond even NAFTA:
- Harmonizing local Voter Credentials with US Real ID, or issuing Real ID to locals
- Syncing local vaccine schedules to America's
- Conducting a local census, to US standards
- Promoting English
