1. 3/5 cloture ie 60 vote threshold (Limit Debate)
2. Rule XIX ie the talking filibuster rule (Extend Debate) 2/ The reason why the filibuster we’re used to is a 60 vote threshold is because the senate is voting to LIMIT DEBATE debate is how the minority can participate

IOW it makes sense why this filibuster needs bipartisan support to move forward
