Open up cleared land like as incentives for and to investors .

Between 1965 and 2009 , the World Bank injected over $1 Billion into the development of Palm Oil estates in Nigeria, of the initial 6 projects , one survived , over $256 Million couldn't be accounted for . Akwa Ibom and Abia got $160m , both states couldn't resolve land issues .
