A full industrial-development scenario for the Philippines probably won't depopulate Metro Manila.
A mountainous country with limited land of 100M+ people that actually industrializes ends up MORE urban, not less.
(2/14) A developed Philippines will probably end up with a spatial pattern similar to Japan, Korea, and Taiwan (below). The largest land area is for forested mountains and preserved land, followed by agricultural land in the flatter plains, then a small area for urban built-up.
