Cancelling the UP-DND accord will have the greatest impact on everybody's right to speak and to peaceably assemble. All throughout the lockdown, UP campuses (esp, Diliman) have been rallying points for the biggest assemblies against terrible governance and government policies.
Because police are explicitly barred from interfering with such protests in campus, they were relegated to the sidelines, preening by the checkpoints, making entry difficult.

PAANO DAPAT MAG-SERVE NG SEARCH WARRANT ANG PULIS SA BAHAY?
1) Syempre una, meron dapat silang search warrant (SW) na pirmado ng isang judge. Dapat kumpleto at tama ang address, at partikular ang mga bagay na hinahanap.
2) Kailangang magpakilala ang pulis at ipaalam kung bakit sila nandun. Kung hindi sila sinagot o pinagbuksan ng nasa loob saka lang sila pwedeng manira ng pintuan, bintana o anuman. Ulit: kailangan alam ng nasa loob ng bahay na pulis ang dumating (unipormado) at ano ang pakay.

These declarations of a status or condition is given to the executive, just to reflect what's happening. Ano nga ba ang nangyayari?
The Secretary of Health declared a public health emergency because there was an epidemic that threatened lives. The president now wants to declare a state of emergency, which is more sweeping than just a health emergency.
