The firing of @StateOIG Linick was likely motivated by his review of alleged misconduct by US Amb to the UK "Woody" Johnson sources tell @POGOBlog. The IG sent the review of Johnson to the embassy in late April, just two weeks before Linick's firing.

1/Let’s get some things straight. In the Clinton impeachment, fact finding was outsourced by the House to Independent Counsel Ken Starr. His investigative findings were given to the House Judiciary Committee which voted articles of impeachment for consideration by the House.
2/During House negotiations for rules for the impeachment proceedings, the Majority decided to provide the Minority the right to subpoena witnesses. This is not a set process, but a negotiated one.
