This is great up to a point. It's good to focus on people who have started local news business producing great journalism - & are making a success of them despite widespread doom & gloom about the sector. And it's good to point out the potential benefits of the newsletter format.

It's a massive leap from that to apply the "rule of thumb" that "local advertisers don’t have big enough budgets" to sustain local journalism beyond "small, focused" publications to the cities of Manchester or Birmingham.
