- Global laws (e.g., valid signatures, no double-spending) ensure trustless interoperability between domains.

- Local laws allow domains to further define the rules of their execution environments (e.g., zkEVM proofs).

This balance enables domains to seamlessly interoperate with the network, while maximizing their expressivity and letting these local design choices serve as an axis of competition.
