people become afraid of being brutalized, nor want to asso. w/ rioting criminals

endgame: reduce the public’s willingness to participate in future protests say the gov.(e.g. France) make some concessions to relieve the emotions, so the current protests end

a month later, they can reintroduce the law under a different name - and this time, the public will no longer be willing to endure the unrest again

ie. ”learned helplessness”
