3 important points in @Jacob_Rees_Mogg article in @guardian.

1️⃣ strong support for onshore wind in England. But leaves door open to requiring/encouraging “local partnerships”, which aren’t required for other infra and will slow development.

1/3 2️⃣ He backs solar on buildings. But conspicuously omits mention of ground-mounted solar (in fields) - discussions are clearly still ongoing on banning solar on almost all English farmland (h/t @horton_official.

📖New blog for @Policy_Exchange: Fight over grants for EVs show that climate policies need an endgame.

1/4

policyexchange.org.uk/fight-over-gra… Last month, Gov made surprise cut to plug-in car grant:
▶️ Based on falling price of EVs + increasing uptake which would blow budget
▶️ Cuts will always face resistance, even if justified
▶️ Could Gov design better policies, automatically less generous as costs fall? (yes)

🚨 New @Policy_Exchange report out today, *Charging Up*, by me & @WRNicolle

Policies to deliver a comprehensive network of public EV chargepoints

Foreword by @SimonClarkeMP & edited by @BenMcAleenan

Here's a summary thread 👇

1/

On our website here 👇
policyexchange.org.uk/publication/ch… Number of public EV chargepoints needed is set to skyrocket, driven by the UK's ban on new petrol + diesel cars and vans by 2030 (and all hybrids by 2035).

Various forecasts show 300,000 - 500,000 chargepoints required by 2030, compared to ~35,000 today.

What's in the EU-UK Brexit deal on energy?

It may be Boxing day, but I've had a quick look 👇

1/

gov.uk/government/pub… Title VIII: Energy is the key section (page 156 onwards)

▶️ Standard stuff on commitment to competition, unbundling and customer choice

▶️ UK Capacity Market no longer needs to try to integrate overseas Capacity providers & vice versa

(Article ENER.6, Clause 3, page. 160)

@10DowningStreet has published its summary of the agreements between UK and EU

1/

gov.uk/government/pub… Here's summary of energy section (Title VIII).

More detail on market coupling (trading on elec interconnectors). Aim to implement new arrangements on price coupling by April'22 (presumably through new market coupling platform)

Implies some loss of efficiency in short term.

The European Commission’s summary of the impact of the U.K.-EU free trade agreement on the Energy sector 👇 Not much detail yet but looks like something on preserving efficient trading on interconnectors, preserving cooperation on nuclear power, and new mechanisms to cooperate on renewables, which is particularly important for offshore wind in the North Sea.

Is this what's will be in the Brexit deal on Energy?

@GuidoFawkes
claims to have a UK internal assessment of the Brexit deal.

Taking with a pinch of salt until official.

Energy section starts on page 13,.

1/

scribd.com/document/48904… Columns are labelled "UK ask", "EU ask", "UK or EU win".

Looks like something on market coupling, but I doubt full continuity.

Plus cooperation on North Sea renewable energy projects

UK Energy White Paper is here.

I'll tweet the key points here👇

Link to press release:
gov.uk/government/new… UK commits to an Emissions Trading Scheme (ETS) from 1 January 2021.

Seems like a win for @beisgovuk, as @hmtreasury was known to be keen on a carbon tax
