More seriously, he is correct that meaning is determined by use. But he then abandons this thought for political reasons. "Woman" means adult human female. This is the ordinary and overwhelming use for this word. If you argue that meaning is determined by use, this is its meaning

Organisations like TENI, Stonewall and others who are railing against various conversion therapy bills and how they relate to trans people cannot be said to be acting in the interests of dysphoric people. Or of gay people. Phillip Pullman's tweet last night is still bothering me. Anyone who has been involved in this debate on either side will be aware that gender dysphoria does not necessarily mean that a person is trans. We know that for some people it resolves itself. We know that transition is not the only treatment.
