Going through games HAL Laboratory did for VIC-20/MAX Machine/C64. I think they did several games they're not credited with anywhere. A little harder to tell with VIC-20 games because they lack the distinctive font. Is Sea Wolf for the MAX Machine the same as the C64 version? Videos suggest the answer is "yes."

(Game Machine 1993/10/15, p. 30) Coin-op company Gamestar established. Capcom owned 60%, Romstar 30%, Capcom U.S.A. 10%. (Game Machine 1995/8/15, p. 22) Gamestar and Brick Road, which operated arcades in San Diego, merged into Capcom U.S.A. Three new subsidiaries established: Capcom Coin-Op, Capcom Digital Studios, and Capcom Entertainment. Capcom U.S.A. becomes holding company.

Exa Planning is listed in the Information Business Directory from 1990. Akio Inoue, representative. 13 employees. Established July 15, 1986. Development of computer game software. books.google.com/books?newbks=1… I still don't know if this was a separate company from Aicom or if it was an earlier name. While this is from 1990, it could be outdated information.

Taito's name is hidden in Kagerou Densetsu (Famicom). The supervisor is "Ojamamushi," who worked on Taito games, so it's possible the game was supposed to be published by Taito.
