Fangshan had a lot in its favour – low-density, rural, and high community compliance. But also a lot against. -an “insufficiently resourced" health system, 20% pop 65+, and no protocols in place for being Delta ground zero. Almost nobody was vaccinated.

Morrison disagrees. "Once you've done your time, we'll send you home."
