1) Larry Duncan served on the Dallas City Council back in the 90s. In 2003, he ran for a seat on a much lesser-known body: Dallas County Schools. Here's what he told @dallasnews at the time: 2) Duncan won that 2003 election. Eventually he became president of the Dallas County Schools board. DCS didn't run any schools or educate students. It ran school buses for thousands of kids in Dallas ISD and elsewhere. It was a huge job.
