In July 2022, DOD reported that 24 percent of active duty service members experienced some level of food insecurity in 2019, as defined by the U.S. Department of Agriculture. Specifically, 14 percent of service members reported experiencing low food security, defined as reduced quality, variety, or desirability of diet, while another 10 percent reported experiencing very low food security, defined as multiple indications of disrupted eating patterns and reduced food intake.

As I re-read the @USGAO report again, the very first sentence in the report is, Service members reported to GAO that the conditions of barracks affect their quality of life and readiness.
SM's Quality of life is important and no mention of discipline.
@USGAO Former residents of this barracks told us they experienced months of hot water interruptions and routinely dealt with clogged showers, broken door locks, broken elevators, and apparent mold growth.
