The Greek root “phainein” indicates the revealing of connections or patterns beyond ordinary perception. 
It’s not limited to just government agencies either. Corporate partners have been involved at the highest levels of secrecy from the beginning. The documents mention their consultant, whose name has been redacted but is short enough to guess - maybe Boeing or SAIC?
