PCAOB Chair Erica Y. Williams should end any negotiation with PRC immediately. There is absolutely no sense to continue any dialog with these pathetic liars.
I have just read the PRC's interpretation of the agreement in Chinese. It is exactly the opposite of PCAOB's version.

"The PCAOB has sole discretion to select the firms, audit engagements and potential violations it inspects and investigates – without consultation with, nor input from, Chinese authorities.
The PCAOB has direct access to interview and take testimony...".

I know every detail of the PPP. Let me echo what many others are saying: comparing PPP loan forgiving to the student loan forgiving is absurd though I am disappointed by many of their explanations.
Allow me to do it briefly.
The PPP loan is effectively a grant.

I believe there is a sound reason for the misnomer. Essentially, if a business does what it says in its PPP application, the loan is guaranteed to be forgiven. In other words, the loan is bound to be forgiven BY DESIGN for any honest business.
