I'm going to do my level best to explain why Excel is being used in Test and Trace, and why the Govt probably did the right thing. Firstly, there are multiple orgs responsible for publishing T&T data. From existing hospitals, to Serco's test sites, through to the new Nightingale Hospitals. Also remember Serco is outsourcing some of their operations, so there are more orgs doing this than you think.

Thread/ So I promised to go through what I thought the Government could do to prevent this in the future. This gets a bit wonkish, but bear with me. 1/ I’m writing as someone who has been working with procurement and public spending data for 15 years. I’ll start by showing you why we’re failing to prevent events like #Carillion, I'll finish with some ideas for improvements.

Thread: How bad is #Carillion and why is it so hard to unpick? Having spent the best part of 15 yrs looking at public procurement data, this is my take on the situation. 1/ At @open_opps we've identified that 208 public bodies had some form of contract with #Carillion in the last 5 years. The total spend with #Carillion in the published spend reports was nearly £1bn in 2016, but this shrank in 2017.
