Here's an example of how you can use simple keyword research to map out a topical cluster:
Let's say you collected a bunch of data about scuba diving in various locations:
- best beaches
- different tour guides
- prices
- interesting facts per location

Step 1: Get as much traffic as you can, as fast as you can
If you can write like a beast to hit all of your clusters, go for it.
