"Socially necessary labour time" is a property of the conditions of production, the material productivity of labour processes. It is not a property of exchange in the market or the level of demand. "Socially necessary" controls for heterogeneity in the conditions of production. If conditions of production change (e.g. weather reduces crop yields) then values change. The value of a commodity does not change with its price.
(The value typically differs quantitatively from value realised in exchange, i.e. its price divided by the average wage rate).
