A Board of Immigration Appeals housed within the Department of Justice on a real hot streak of ruling for DHS in published cases. Coincidence, I'm sure.
In immigration court, where the respondent misses court, the IJ can issue a removal order if DHS establishes that the respondent is removable and that they got written notice of the time and place of proceedings and the consequences of failure to appear.

Withholding of Removal is a persecution-related form of relief from deportation, often for people who believe they will be disappeared, tortured, or killed upon a return to their country of origin.
Getting a passport by fraud in a third country to facilitate your departure supports a finding of firm resettlement. I just... Ugh.
