The Manchin sidecar bill has been sent to the trash heap, but we still need meaningful permitting reform to ensure we can rapidly deploy clean energy across the country. To start, the Federal Energy Regulatory Commission (FERC) must finalize the Regional Transmission Planning and Cost Allocation Rule, and FERC and the Department of Energy (DOE) must utilize existing backstop siting authority and new infrastructure funds for transmission lines.

In the last few weeks, critics of the Clean Electricity Performance Program like Senator Joe Manchin have argued that utility companies are already transitioning away from fossil fuels at the pace required, thus making the CEPP unnecessary. This claim is false. A thread 🧵 At their current decarbonization rates, utilities are not on pace to add new clean electricity fast enough to fulfill President Biden’s commitments to decarbonize the power sector by 2035, and reduce America’s economy-wide greenhouse gas pollution by at least 50% by 2030.

Without major climate provisions in a reconciliation bill, President Biden will fail to meet his international climate commitments made in April, nor his environmental justice commitments made during the campaign.
