1/ Quick post-@EFDevcon update on EIP4844 (10-100x cheaper rollups).

TL;DR the effort came in with a bunch of momentum, ran multiple high impact working sessions during the conference, identified a few small spec changes, and is moving full speed ahead on implementation. 2/ Reminder: EIP4844 will drive 10-100x fee reductions and higher transaction throughput for layer 2 rollups. It does this by introducing data availability to Ethereum in the form of "blobspace", which is purpose built for rollups.
