- no pretty professional document-prep (e.g. table formatting, etc.)
- many figures have first-draft feel (e.g bad font sizes)

this paragraph reads to me like an engineer wrote "it's probably CBRN-4 but the definition is too vague to be sure" and then an exec rewrote it to say "it's not CBRN-4* (probly)"
