State police superintendent confirms two bodies found inside vehicle, but says they have now "exhausted all search efforts in the areas around this wreckage, & based on sonar scans we firmly believe the [other] vehicles are encased in the superstructure & concrete" of the bridge As a result, they are suspending recovery efforts and switching to a salvage operation to move bridge structure from the water. It was not safe for divers to do any more searching

My first story for @BaltimoreBanner is a deep dive into how the Baltimore Police Department operates today. There have been some major shifts. If you’re not a subscriber you can register for a free article thebaltimorebanner.com/featured/from-… I’m not sure the average person is aware that total arrests are down 87% from 2005, and drug arrests are down 96%

At Baltimore Police budget hearing, Councilman Costello says he represents the 'most diverse council district in the state.' "I hear the same exact thing from everyone. I am absolutely disgusted with the state of public safety in the city of Baltimore," he says. Earlier, Commissioner Harrison addressed councilmember concerns that there's not enough 'urgency' around crime: "Nothing could be further form the truth. Our sense of urgency is set to maximum, and it stays there, and it never, ever turns off," Harrison said

Need in Keith Davis Jr case: Parties apparently agreed on plea deal, which defense says would’ve been Alford plea, to 12 years, which would allow Davis to be freed soon, but prosecution says victim’s family rejected it. Kevin Jones’ family “can’t understand why 12 years would be sufficient,” prosecution says

Marilyn Mosby appearing before council for budget hearing after reports of accelerated departures from State’s Attorney’s Office. Says “for past 7 years, my office and prosecutors, I would argue, have been the only stability in this city” Mosby critical of media reporting on issue, & gives reasons for departures given in exit interviews. Except she's citing same things we reported - that pay not competitive but ppl would be willing to stay if not for overwhelming caseloads; going to other prestigious offices, etc

I have a theory that the large number of candidates the past couple cycles has caused the diminished press to cover the day-to-day of the campaigns less, because it’s too much, and instead largely doing profiles and spaced-out issues pieces, which engages voters less The local press can’t do one story on how eight candidates view education issues, and another on transportation, etc, and expect people to not only see it but absorb it and be engaged in the election. But again this also has to do a large # of candidates too

New tonight: Attorneys for Marilyn Mosby file new motion to dismiss counts 1 and 3 of her federal indictment - which relate to CARES Act retirement withdrawal, or alternatively to compel production of instructions provided to the grand jury on those counts.. If I’m reading this correctly, Mosby‘s attorneys are saying that a retirement plan relies on a participant’s self certification about whether they have suffered a financial hardship, and it doesn’t matter whether it’s true or not. They attach a copy of the form she filled out

Once again to underscore that much of what you see in #WeOwnThisCity is drawn from real events, I’ll be live-tweeting tonight’s penultimate episode 5 This opening is laying out things partners Gondo and Rayam told the feds - about each other. Rayam shot three people in a span of 20 months, and Gondo said an eventual deputy commissioner coached him on what to say after one of them. Rayam denies it was unjustified #WeOwnThisCity

New: Baltimore Police have terminated their chief of fiscal services after "derogatory information was discovered that would have prevented him from being eligible for hire in the first place." He had been on the job 9 days. A person with the same name appears on the city's "Gun Offender Registry," though there is also such no corresponding conviction currently showing in Maryland Judiciary Case Search...

More explosive details about Baltimore Police corruption as former Sgt Keith Gladstone took the stand in latest federal trial in Gun Trace Task Force fallout and detailed his history of two decades of crimes - including his role in 2010 heroin planting case involving Sean Suiter: Gladstone joined department in 1992 and says his misconduct began in ‘90s when officers couldn’t get money to pay informants and began giving them a cut of seized funds, typically $30-$50, he said. /2

This is a fine gift for Council President Nick Mosby but an odd gift for Council President Mosby to give to another council person. Maybe he ordered too many for himself and is giving them away?

Listening to a federal drug sentencing of a 50 year old man. The prosecutor and defense agreed on the sentence, so defendant didn't have to say anything. But he made a speech to the judge that I wanted to share: 🧵 He said he remembers being 11, and he needed money for shoes or to sign up for football, and his dad told him to "get a job." He said he gravitated to the streets, and that's been his mentality ever since /2

I spend so much time going down rabbit holes of things that could be really interesting but turn out to not be what they appear.. Today I was looking through a 2017 police shooting file and I see an account from someone who gave interesting info to police at the time. Out of curiosity I google him and see a funeral page from June
