First of all, these penances are recommended only for brahmins and not for all hindus. See here, vasistha dharmasutra chapter 27 (1). Image Second, why are penances like these are prescribed for brahmins??

Because there is a rule in hindu law regarding the punishments that is higher the varna,severe the punishment.
