There is some confusion regarding the legislative leader and his right of issuing the whip.
As per the constitutional experts, it is the right of the majority MLA's of that particular party to elect it's a legislative leader. (1/3) And the elected legislative party leader can appoint the whip issuing person. If that person is not appointed, then it is the right of the legislative party leader to issue the party whip asking to vote to a particular person or in favour /against of the bill in House (2/3)
