Theologians, apologists, and clerics have claimed that Vatican II’s teaching on religious liberty can be reconciled as consistent with pre-Conciliar theology and praxis. Other Catholics have pointed at surface level quotes and concluded it's a deviation. So, who is right?

To begin, what does Vatican II’s document Dignitatis Humanae (from hence forth, DH) actually teach? It teaches that the obligation and ability for individuals and societies to become Catholic remains unaltered, and then states
