Women (and all survivors of sexual assault) live in a perpetual state of being damned either way. If we report everything we say will be framed to make it our fault. 1/ 2/ with reporting comes wave after wave of attacks on our very existence. The assault falls out of focus as the victim and the destruction of her life does.
