One of the best things I did last term was the "hot seat" model.
Each week, a small set of students are randomly chosen from my list to be called on first. Students' participation grades were based on their hot seat weeks.
I announced who was on the hot seat right at the start of our class. However, I wouldn't jump right in with questions. I'd cover a little lecture material first, giving students a bit of a chance to psych themselves up for their speaking role.
