One of the best things I did last term was the "hot seat" model.

Each week, a small set of students are randomly chosen from my list to be called on first. Students' participation grades were based on their hot seat weeks.

Some reflections on things that worked/didn't: I announced who was on the hot seat right at the start of our class. However, I wouldn't jump right in with questions. I'd cover a little lecture material first, giving students a bit of a chance to psych themselves up for their speaking role.
