I want to respond to this directly. First, I didn't misrepresent what goes on in Portugal. I visited there & spoke with their drug policy lead, who is not happy with how Shellenberger represents him. 1/ 2nd, Lisbon has safe injection centers, so the policy to manage public drug use is not primarily arrest.
