Citizens is the FL insurance carrier of last resort created in the wake of Hurricane Andrew when the property insurance market fell into disarray a few decades ago. Now, FL Citizens was recruited into reinsuring a number of FL property insurers' whose financials are bad. This means that a major hurricane will not only knock weak carriers into receivership, but the citizens will be left holding the tab.
