There is nothing inherent about autonomous vehicles that would reduce carbon emissions. If fact, they could easily make carbon emissions worse by encouraging longer commutes or empty vehicles waiting for passengers. There's nothing in this policy about cycling or modal shifts in general. Only mention of walking is with respect to walking a dog in a park and not wanting to see litter.
