There are specific nations the US could give near unrestricted immigration from without limits or issues and it just wouldn't be a problem.
The problem is, since 1950, the nations historically on that list have effectively removed themselves with their own immigration policies.
As late as 2000 you could just take any Canadian who said hey I'd like to work in the US and, just assume they would be productive and lawful.
Whatever your top estimate (8 million?) would not cause a housing or integration issue even if concentrated in metros.
