Disinformation is an appealing frame to hegemonic institutions because this concept marks off certain kinds of content as aberrations from a norm of neutral information processed by individual rational actors that is thus upheld. Moreover, it casts the speaker in a position of authority that it characterizes as neutral and objective—as the one who can see how technologies operate on others—and others one’s political opponents as *either* villains or dupes.
