Latin Americans don't have the same cultural footprint and sociopolitical capital as Black Americans, but have a bigger population, so they're being targeted first. They're more vulnerable both socially and physically.
This initial iteration of the "detention camp" is a proof of concept for the carceral industry and a crash test for the logistics of an enterprise which will eventually become labor camps. They're learning how to cost-efficiently imprison en masse, track, supply, and mobilize.
