What is wrong with the new UGC regulations? (🧵)

1. Based on faulty assumption (aka fake narrative) of "rampant caste-discrimination on campuses"- There is no data to back such claims.

2. Definition of "Discrimination" expanded & made ambiguous. Any "implicit" act, any action without "intent", still can be considered as discrimination if someone feels it is.

3. Definition of caste-discrimination explicitly mentioned.
Only SC, ST, OBC included as possible victims. Excludes general category as possible victims of caste-discrimination.
Means GC are automatically presumed to be "oppressors".

4. No burden of proof on complainant. Works on principle of "Guilty until proven innocent".

5. No action on fake complaints. Means ppl are given free hand to file false complaints, without any fear of repurcussions.

6. Inclusion of civil society members, NGOs, Police officials in campuses. Can lead to polticization of entire academic environment.

7. Scope of discrimination expanded to include faculty & staff members, in addition to students.
Means now faculty or staff members are also possible targets. Worse, now there is a possibility that a SC/ST/OBC faculty member can also be "discriminated" by a GC student.

8. Narrow window for action on complaints.
Means very strict timelines: committee meeting in 24 hours, report in 15 days, action in 7 days.

9. Continuous oversight through equity squads & unit-level equity ambassadors. Promotes a fearful environment, snitching, lack of trust, possibility of high misuse of such ambassador power in campuses.

10. Penalty for colleges on non compliance. Which will force colleges to follow unnecessary bureaucracy & open gates to foreign funded, agenda-driven NGOs & civil societies.

11. The UGC guidelines overstep their boundary of UGC Act, 1956, by bringing such guidelines.

Overall effects:
-Constant fear among students & faculty
-Faculty may ease evaluations criteria for the fear of being targeted
-Promotes distrust amongst students
-Weaponisation of these provisions to settle personal scores or political conflicts
-Puts a target on the back of General category (students & teachers)
-Effectively turns campuses into Gestapos

#UGC_RollBack 1. Government's own data shows there is no case of caste discrimination & alienation of SC-ST students from central institutions in the last 5 yrs.

The information was shared by Union Minister of State for Education, Subhas Sarkar, in response to a written question in Rajya Sabha.

The reasons behind suicides were found to be academic stress, family reasons, personal reasons, mental health issues, etc.

Also, all the claims highlighted by media as "caste-discrimination" eventually turned out to be false.
Even in Rohith Vemula case, which formed the basis of these guidelines!

UGC regulations-
A perfect case study of the vicious cycle of reservation leading to "caste-discrimination stories", which in turn leads to more reservation & more stories!

How it's working:
Give reservation based on caste>Lower criteria to fill seats>Give admission to low scoring students>Once in college, they face academic pressure>Undergo stress/depression>Take extreme step>Incident labelled as caste-discrimination>Fellow students/teachers scrutinized & blamed>Caste-system blamed>Brahmins blamed>Entire GC population blamed>Demand to make stricter rules & increase reservation>Cycle repeats

This has become a never-ending, vicious circular loop of systematic targeting & exclusion, in which the GC population is now trapped!


Let's see how it worked in UGC case.

The base of these UGC regulations are Rohith Vemula case. In addition, other su! cide cases are also mentioned.

But, the truth?
-All these cases were found to have no caste-discrimination angle!

There are many such absurd claims in this book, which are not only fake but also designed to spread hate against Hinduism, esp brahmins!!

Meena population in India is ~0.35% (~6% in Rajasthan), but they occupy 70%-90% of ST seats.

Reality?
-The seat is reserved for SC, all MP candidates are dalits

He is London educated, his father was also an MLA. He is rich & comes from privileged family. Still he had to lie.
Why?
-Bcoz discrimination sells! So ppl create it.

Ppl are talking about misuse of SC/ST act, after Infosys co-founder is booked under it.

But ordinary ppl have been facing this draconian act since many years.

Many families were destroyed, many lives were ruined.

A 25-yr old Chartered accountant Rakshit Khandelwal committed suicide in Jaipur after his mother was trapped in false case under SC-ST Act.

The young man was going through a difficult time as a person named Bhim Singh had filed a false case against his mother under the SC-ST Atrocity Act. He was emotionally attached to his mother and hence, was bothered by his mother’s plight. He was disturbed to the extent of committing suicide.

“In this world, powerful people suppress middle-class people like us. A person named Bhim Singh has filed a false case of 420 against my family. He registered a case in Jaipur and Bharatpur. I cannot see my family in such a worried state We are not criminals”, said his suicide note. He further writes that Singh is being supported by Bharatpur DCP Satish Verma. His letter noted that the police was harassing them by sending teams repeatedly.

Just Imagine-
From just 1 line, in 1 letter-
"Fatima will be overburdened but hopefully she won't do kur-kur",
an entire character was created!

Articles were written, then books!

Her background/family life/even love-interest was invented.

All from 1 line!

This is how fake history is created!


Who created this character is a question!
Dilip Mandal didn't create it,, but he certainly brought this fake character into limelight.
There's no evidence of "Fatima-the 1st muslim teacher"-neither in Phule's works, nor in any other contemporary writings.
1st mention of Fatima comes from this 1986 book-a picture and some lines on Fatima Sheikh.
But there is no primary source evidence on existence of this character, & noone knows from where the writer got this information 👇
