Don't think he gets it, but readers should the cycle at work here:

1/ 1st, city council, mayor, media expend public money and other capital to project Lex as a tourist brand (Rupp, horsey subs, Main Street subs including world class bike trails, promoting hot 'hoods like NoLi getting purchased by the real estate children of horse-farm owners).

More valuable reporting.

In future, one hopes that these big tax breaks that use low-income census to extract wealth are _included_ w/ equal tax extractions like TIF, IRBs, non-profit grants, etc., which mine the same city territory. Image Urban poverty mining has been NoC's focus for quite some time, but also completely ignored by @pbaniak's paper.
