Not enough cops, not enough fire, downtown becoming a battlezone after 11pm...

We are 30+ cops and FD short, and the citizens are bearing the brunt. Can we expedite some hiring, and maybe convince them to stay? But I realize that's not important right now. I'm sure @RoanokeManager is working on something that's going to change the fortunes of the city. Maybe @RoanokeMayor has a plan. Be nice if the citizens knew about it.
