Highlights:
• Market structure work is converging, but key decisions remain open—especially around token classification, DeFi treatment, ethics language, and how authority is scoped across agencies.
• Lindsay flagged an emerging pressure point tied to stablecoins: whether “rewards/incentives” are permitted in secondary markets and third‑party platforms. Her point was that the GENIUS framework struck a deliberate balance (issuer yield restrictions, but not a blanket ban on downstream incentives), and that balance is now under pressure from lobbying and related regulatory activity.
• She also noted that agency staffing/quorum dynamics (including at the CFTC) are becoming part of the policy negotiation, not just a background detail.
