1) The duty of the SAPS to arrest Mr Zuma flows from Con Court order which requires Minister Bheki Cele and SAPS Commissioner to "take all steps that are necessary and permissible in law to ensure that Mr Jacob Gedleyihlekisa Zuma is delivered to a correctional centre." 2) Because the duty to arrest flows from a court order and not merely from a warrant of arrest, the Minister and the Commissioner do not have a discretion in the matter as no one is permitted to disobey a court order just because it is more convenient or politically expedient.
