For those unfamiliar with Uganda's budgeting process Expenditures/Implementations, accounting/reporting and audit process, just a brief pointers below;
1. Over 60% (some estimates puts it near 80%) of government monies is spent through procurements. 2. Uganda's budget is not bottom up as we are told. It is actually top bottom. I will expound on this later in the thread. 3. All releases of funds are sanctioned by the Accountant

One of the reasons why government programs always fail is the inability of government to use existing public structures. Every time a new program comes, over 30% (sometimes even 50%) are wasted on “coordination”. This is wrong!
